County's Home Energy Loan Program

This regulation establishes the administrative procedures for implementing the Montgomery County Home Energy Loan Program. The Home Energy Loan Program (HELP) encourages energy conservation and the use of clean energy by making loans available to residential property owners interested in making energy efficiency and renewable energy improvements to their homes. The loans finance a package of improvements, adhere to defined cost-effectiveness criteria, and are approved based on the results and recommendations of an energy audit. The loans are repaid through the County property tax bill for the home of the borrower.

Written comments in response to this regulation will be accepted until April 1, 2010.
