At its September 19 meeting, the Town Council finalized a list of “Binding Elements” that have been submitted to the Planning Department and the developer as proposed conditions for County approval of the developer’s rezoning application. These conditions include limitations on the scale of the development, restrictions on use (such as preserving the woods and limiting the amount of commercial space), and other requirements. In addition to the binding elements, the Town will negotiate a Declaration of Covenants with the developer to address items specific to the two parties, including a construction management agreement and potential public use of the Corso facilities. The existing Declaration of Covenants establishing the 81-foot setback along Thornapple Street remains in effect.
On September 19, the Council also discussed and agreed to a send a letter to the developers with some additional points that we do not believe need to be covered in proposed binding elements or in a separate list of items for a declaration of covenants, but that we would like the developers to consider as they continue design of the project.

Leaf vacuuming will begin in late October. Please rake leaves to the edge of the curb for collection. If you or your landscape company plan to use gas-powered leaf blowers this fall (allowed from October 15 to December 31), please follow the Town’s quiet hours schedule and refrain from using them before 10 a.m. or after 6 p.m. on weekdays and before 12 p.m. or after 6 p.m. on weekends. Better yet, please continue to use, and encourage your contractor to use, battery or electric blowers this fall!

Although we will not be creating food baskets together in the Town Hall, we still can help 100 MCPS families in need this Thanksgiving. Instead of our traditional dinner baskets, families will receive a $100 Giant or Aldi food card. Our timetable for donations is the month of October so families will have the cards by mid-November for holiday food shopping. Thank you for your generous support!

The use of gas-powered blowers is prohibited from January 1 through October 14. The Council approved this ban in response to resident concerns about noise and other impacts of this type of landscaping equipment. The regulations exempt gas-powered snow blowers and sprayers. Montgomery County noise regulations also remain in effect in the Town.
