The owners of 7100 Connecticut Avenue have responded to the Town's recent request for additional information regarding the redevelopment of the former 4-H property, including information about the height and massing of the proposed buildings. The Town Council has reviewed the submitted materials, which are posted on the Town website, and has requested from the developers additional three-dimensional images that will show the height and massing of the entire project from all angles, without vegetative cover. Once the Town receives these images, we will distribute them publicly and solicit resident feedback.

On July 21, following a public hearing, the Town Council voted unanimously to approve a resolution to authorize, with conditions, an appropriation of $4.5 million for the Farm Women's Market parks development project. This action was in response to a County request that the Town make an additional contribution of $500,000 to help secure the total amount of funding needed for the creation of the parks. (In November 2021, the Council voted unanimously to appropriate up to $4 million to this project, with conditions.) At the July 21 meeting, the Council also discussed the draft Letter of Intent (LOI), which will be the subject of negotiations among the involved parties.

Council Approves RainScapes Supplemental Rebate ProgramOn July 21, the Council approved a Town program that will offer residents who complete a County RainScapes project a supplemental rebate of up to 50% of the County rebate amount, with the total combined rebate limited to 85% of the total cost of the project. Residents who wish to take advantage of this program should immediately sign up to participate in the County program. If you need assistance identifying a suitable RainScapes project for your property, you may sign up for the Town's Consulting Water Management Program, wherein the Town's consulting engineer will visit your property and provide a written report with recommendations on improving water drainage and runoff, including recommendations for RainScapes-eligible projects. After completing an eligible RainScapes project, the homeowner should submit copies of project receipts and a copy of the paid County rebate receipt to the Town to receive the supplemental rebate.

The use of gas-powered blowers is prohibited from January 1 through October 14. The Council approved this ban in response to resident concerns about noise and other impacts of this type of landscaping equipment. The regulations exempt gas-powered snow blowers and sprayers. Montgomery County noise regulations also remain in effect in the Town.

Since the fall Trash & Treasures Light Bulb Exchange event was oversubscribed, we have arranged for Montgomery County to hold an interim "Lighten Up" Light Bulb Exchange event on July 23 from 10 a.m. to 1 p.m. outside the Lawton Center (indoors if there is inclement weather). You can exchange any 3 working or non-working light bulbs for 3 new LED bulbs. You can also drop off all of your working or non-working light bulbs for safe disposal even if you have more than 3.

Our Town of Chevy Chase Book Club will meet July 25 at 7 p.m. in the Town Hall to discuss The Sweetness of Water by Nathan Harris. It is a story of the Deep South in the violent crucible of Reconstruction; selected by Oprah and longlisted for the Booker. Save the date for our next meeting on September 19 to discuss Lessons in Chemistry by Bonnie Garmus. Sponsored by the Community Relations Committee; all are welcome.

Donate Backpacks & School SuppliesHelp kids prepare for the upcoming school year by donating new or slightly used backpacks & school supplies. Town residents Molly Hill and Jane Root are working with A Wider Circle to support students (K-12) in need. You may drop off donations at the Town Office during office hours (9 a.m. - 5 p.m. M/W/F) or at the Hill/Root residence (4209 Thornapple Street). Donation boxes will be available from July 8 to August 14.

The Town has COVID test kits and N95 masks available for pick up at the Town office on Mondays, Wednesdays, and Fridays from 9 a.m. to 5 p.m. The kits and masks are available on a first-come, first-served basis while supplies last.

In October 2021, the Town Council adopted the County’s Pesticide Law, making it applicable in the Town. Most notably, the law prohibits homeowners and contractors from using synthetic pesticides for cosmetic purposes on lawns. More information, including how to report a violation, is available here. Residents are asked to keep all streets and sidewalks clear of overgrown vegetation. Please prune vegetation to ensure unobstructed sight lines for pedestrians and motorists.

The Town office is staffed from 9 a.m. to 5 p.m. Mondays, Wednesdays, and Fridays. On other days, most employees telework. There may be someone to assist on Tuesdays and Thursdays, but please contact the office in advance.

Due to our warming planet, we can expect increasingly frequent heavy rainstorms such as the one on June 2. Stormwater from your roof and other impervious surfaces carries sediment, pesticides, metals, salts, and other pollutants that can cause harm at multiple scales -- in your basement, yard, on adjacent properties, on a neighborhood scale, and/or in local or distant waterways. Review some tips for dealing with these effects we are all experiencing.
